From a buddhist pov; why does bad things happen to groups of people?

recently a school of mine closed down. it was due to the hate, greed, and ignorance of the school board. however, why do the students and staff have to suffer from a few individuals hate, ignorance, and greed. especially when these people are great people. I know all good things come to an end, all things must end and i am suffering due to attachment but i cant stand seeing the others suffer so.
