Can men wear head Bandanas without telling the public that he is a member of a gang?

My mate is bald and he wants to wear a black head bandana, I think it would look quite good on him, his parents don't want him to wear one because they think that people will think that he is in a gang? I know it's not fashionable to wear one but does wearing bandanas automatically make people think you are part of a gang? Or can they be worn casually?
